Title: TransWilts CRP response to GW Consultation

We have been busy preparing a complete answer to the DfT's consultation, with the first version (0.1) having been through review by key team members over the last few days.    There shouldn't be any big surprises in there - much has been discussed at hosts of meeting, and it's all in line with feedbacks on the ground too.    The opportunity has been taken to write something of a line plan too.

For those of you who read 0.1, changes are in the following areas:
1. Mention of CRP's formation to give longer history rather than start from ACoRP membership
2. Potential Link to Gloucester - mention added
3. Sunday afternoon doesn't need two different trains - clarified
4. First bus fares changes - added qualification to welcome
5. Quite a lot of spell checking and formatting
6. Addition of contact information

Any [further] inputs - please follow up by THURSDAY of this week so that we can finally sign off 1.0 over the weekend!

Here are the key comments as bullet points:
* We welcome this opportunity to comment
* We request that the current operating service level and pattern be set as a minimum for the forthcoming franchise period.
* Please write the current service in as the base case for the franchise, and not as a costed option beyond 2016.
* Please write the TransWilts Community Rail Partnership into the next franchise
* Please plan to take full advantage of service and efficiency improvements that can build forward the whole (Swindon to Salisbury) TransWilts
* Interchanges at Westbury from Swindon, Chippenham and Melksham to Taunton and beyond should receive particular positive attention.
