Once the normal timetable resumes it will connect into a train at Exeter St David's which arrives in Truro at 12:02 - strictly speaking after noon granted however I for one would rather spend an extra two minutes on a train than change onto a bus!
(If you don't want to change trains, the 07:30 from Paddington will arrive in Truro at 12:33 once Dawlish reopens.) Every weekend/bank hol I hear on the news that the M5 is extremely busy, and prone to major delay accidents
