Apparently the damaged barrier was hit by the 0925 Plymouth-Aberdeen XC service. Unfortunately Google Street View seems to indicate an absence of CCTV.

I had a quick look on YouTube. (Unless there is more than one) Hele level crossing is the automatic half barrier type - so no CCTV.

Indeed, Hele LC is an AHB and has no CCTV.

Slight correction.  Its an AHBC.

AHBC=Automatic Half Barrier Crossing

I understand the reason the train hit the barriers was because a Waitrose Lorry struck it. The Lorry Driver correctly informed the signaller at Exeter but could not stop the train striking the barrier
