Just released today are the amounts of subsidy given to the railway for the last financial year. At ^3.9 bn, this has fallen for the seventh year on the trot

Strictly speaking, surely this is for all expenditure on rail, including capital spend that would be considered investment, leading to benefits in future years, so not  just 'subsidy' in the sense of revenue support towards running costs?
