Of course, it may have been selectively edited to make a point, but the general impression is of a dilapidated system on its last legs, not especially busy and in certain places carrying almost no passengers...
Edited to add And it was impossible not to notice that some of those uniforms (don't know if they were very late BR/sectorization or if they were very early privatization) were HORRENDOUS!
