I'm going to suggest, somewhat cautiously, that 11 is the pedestrian access at Bedminster and 25 is the concourse at Bristol Temple Meads.

I'm still struggling to see that 15 is Bedminster - but you may well be right: I just don't recognise it as such. Here's that view in context - a different picture highlighting the area shown

Ah, now 18 is fiendish - it’s not a railway signal! It’s at Redcliffe Bascule Bridge, and is/was presumably used in connection with the opening and closing of the bridge.
